From Bill To Act Only After Next Census

The Constitution (128th Amendment) Bill states that the implementation of women’s quota in the 2024 general election will only happen after a delimitation exercise based on the first Census after the Act’s commencement. However, the Census was postponed due to the Covid-19 pandemic, making it unlikely to occur in 2024. The number of Lok Sabha seats and their distribution among states was frozen until 2026, but experts argue for a review of representation based on the population growth.
