Consensus eludes COP16 on creating new biodiversity fund

India successfully intervenes at COP16 in Cali to ensure national laws are respected in a new global mechanism for sharing benefits from digital genetic information. Although the summit made progress, it failed to reach a consensus on establishing a new global biodiversity fund due to a lack of quorum.
