New York subways disrupted as more heavy rain triggers flooding

Torrential downpours caused flash flooding in New York City, disrupting subway service and turning streets into small lakes. A flash flood warning was in effect with more than 2 inches of rain falling in some areas and 2 more inches possible. New York Governor Kathy declared a state of emergency and urged people to stay safe.
