If we win, will junk 50% cap on quota, make caste study part of Census: Congress

Giving a sharper edge to its newly-embraced social justice plank, Congress on Monday announced that if voted to power, it will bring a law to remove the 50% ceiling on reservations, and will undertake caste enumeration as part of the decennial census — twin policy articulations that outmatch even the Mandal outfits that could never make the tall promises because of their limited political clout.
