Hamas outmaneuvered Israel’s surveillance prowess by going dark

Hamas was able to catch Israel’s national security apparatus off guard despite Israel’s reputation for sophisticated intelligence services and extensive surveillance in the Gaza Strip. Hamas avoided electronic communication, relied on low-tech methods, and broke up into cells to plan their attack. They also went underground to hide their weapons stockpiles and likely benefited from an improved intelligence apparatus.
