President Ilham Aliyev of Azerbaijan made his first visit to Nagorno-Karabakh since his country regained control of the region. The visit included raising the Azerbaijani flag in the main city, Khankendi, and delivering a speech. The offensive led to the exodus of most ethnic Armenians, with the majority fleeing to Armenia. Aliyev also visited other places in Karabakh, including a reservoir.
