Satluj-Yamuna Link (SYL) canal dispute: When Captain Amarinder Singh’s Congress govt annulled all water-sharing pacts in 2004

The Satluj-Yamuna Link (SYL) canal dispute between Punjab and Haryana has brought up references to the Punjab Termination of Agreement Act passed in 2004. The act annulled all inter-state agreements for sharing the waters of the Ravi and Beas rivers. However, the Supreme Court held the act “unconstitutional” in 2016, stating that the state could not unilaterally abrogate the water-sharing pact. The act had allocated water to Haryana and Rajasthan from the Ravi and Beas rivers, but Punjab argued that these states were neither riparian nor basin states.
