42% Punjab prisoners on drugs, state human rights body issues safety orders

The extent of substance abuse inside the state’s jails has compelled Punjab State Human Rights Commission (PSHRC) chairperson justice Sant Parkash to tell it to follow the guidelines for prisoners’ safety.
