Putin indicates Russia could return to nuclear testing

Russian President Vladimir Putin suggested that Russia could potentially return to nuclear weapons testing and might withdraw from the nuclear test ban treaty during a meeting of the Valdai Discussion Club. He mentioned that Russia has tested a new nuclear-powered missile delivery system but has not yet decided whether to resume explosives testing.
